Is there an API quota for updating records?

I'm trying to update a TXT and a LOC record - I get the error:

{"statusCode":503,"type":"Quota Exception","message":"Failed."}

How many updates can I send per hour?

The quota exception is related to the free account limit. LOC records are only available for members for $9.99/year. A new hostname in a free account needs to be more than 30 days old to be able to create a TXT record (to prevent spam).
